In May 2024, Welsh Government announced that they will be extending their Rent and Service Charge Standard to the end of March 2026, essentially giving it an extra year. As part of that standard, it states that rents will be set at a maximum of CPI +1% in any one year but must not be seen as an automatic uplift by social landlords. However, this policy only applies if CPI (Consumer Price Index) falls within the range of 0% to 3%, if it doesn’t, Welsh Ministers will determine the appropriate uplift for that year. This happens in September. The CPI in June 2024 was 2.8 but is subject to change.

Another important element to the policy is that social landlords are expected to provide value for money for tenants, as well as providing transparency to tenants around service charges. There are elements of the policy that highlight the importance of monitoring. A significant part of this is effective tenant engagement and consultation.

Each year we ask tenants questions about their rent affordability and their communication with their landlord and share those findings with landlords and Welsh Government.

This is the third year and we have focused on regions, rather than specific LA areas as landlords emphasised that this would help them to utilize the results to support their work plans. This report has highlight notable changes over the past three years that can help to shape future thinking.
