At TPAS Cymru, we believe Net Zero can’t be achieved without early and meaningful tenant involvement. Yet we have heard from many officers that gaining access and trust is becoming more difficult. That’s why we have created a series of four sessions to break down the problem, listen to tenants, gather cross-sector insights, and find practical solutions.

Session One: Listening to Officers – What’s the problem and why are refusals happening?

Tuesday, 19^th May 2025: 2pm to 3pm

Join us for an honest, practical conversation with officers on the frontlines of Net Zero delivery. This roundtable-style session gives space for officers to share what’s really happening when tenants refuse access for upgrades or assessments - and why.

We will explore:

• Common themes and challenges officers are facing when it comes to gaining access
• What’s working (and what isn’t) when it comes to building trust
• The support tools and materials already in use
• How tenant perspectives could shape better officer resources

This discussion is a chance to reflect and connect with housing staff with the aim of building a shared understanding of the problem - and setting the stage for the next step: hearing directly from tenants.
