Our Letter to the First Minister
Today, we wrote to the First Minister of Wales, Baroness Eluned Morgan MS, calling for urgent action to reform planning rules for heat pumps.
These reforms are essential to ensure tenants in Wales are not left behind in achieving affordable, energy-efficient homes.
Heat pumps are a key part of reducing energy costs and meeting Wales’ Net Zero goals, but policies like the 3-meter boundary rule create barriers that make adoption slower and more expensive.
While England has already removed similar restrictions, tenants in Wales risk missing out on fair access to shared funds, affordable warmth, and quicker transitions to sustainable heating.
What We’re Asking For
In our letter, co-signed by key stakeholders, we urge the Welsh Government to:

Remove the 3-meter boundary rule and other outdated restrictions for heat pumps.

Simplify planning processes to cut delays and costs for tenants and housing providers.

Align Wales’ policies with England to ensure fairness and progress.
