All Wales Tenant Pulse: 4th Annual Survey on Net Zero and Energy Efficiency

Our 2024 Net Zero Tenant Pulse is focused on energy efficiency, affordable warmth and attitudes to Net Zero.

This is our fourth year of running our Net Zero survey. As always, we are curious to share the changes across Wales because of cost of living, rent increases and the Welsh Government commitment to Net Zero 2050.

Our 2024 survey has had the biggest response on this topic to date, surpassing 750 responses which share rich detail into tenant voices and perceptions. We are delighted to share the tenant voice from a range of backgrounds,  and we hope to continue this growth in 2025.

We believe the findings and recommendations offer valuable insight to the sector, shining light on the challenges tenants are experiencing and how tenants feel about their homes and Net Zero.

Tenant Pulse is the official Wales-wide panel for tenants giving their views on the things that matter to them right now. It was created by TPAS Cymru (under a programme of work supported by Welsh Government). It is run quarterly on topical issues and helps to shape housing policy in Wales. Tenant Pulse covers tenants of both social housing (housing associations and council housing) plus private renters including students and those in supported housing.
